Au XIXe siècle, l’administration des Postes constituait une des principales institutions sociales, économiques et culturelles du pays. Entre 1830 et 1914, les Postes connurent un essor considérable. Cette période vit s’établir les fondements d’une administration moderne. Jusqu’en 1849, la Poste traversa une période de transition. Initialement vouée au transport des personnes et du courrier, elle se transforma en une administration maîtrisant toute la chaîne de l’acheminement postal ; la distribution prit une place croissante grâce à la mise en place des infrastructures de base constituées par les bureaux et boîtes aux lettres ; la mainmise de l’Etat et les modalités de fonctionnement du service se structurèrent. Après 1850, la Poste se trouva confrontée à une spectaculaire explosion de ses activités épistolaires et financières, soutenues par l’ouverture du marché français à l’échelle nationale ; elle dut élargir ses effectifs, mieux disséminer ses bureaux, faciliter les accès matériels et culturels à son service grâce à un travail de pédagogie. Plus que jamais, le pouvoir politique assurait un contrôle strict de l’image et de l’action d’une institution de plus en plus familière à la population. À partir de 1878, la Poste chercha à maîtriser sa croissance, qui comptait désormais la gestion du télégraphe. En effet, elle était prise entre, d’une part, les restrictions budgétaires et, d’autre part, les attentes de l’opinion publique. La Poste opta pour la voie du désengagement financier partiel. Ce dernier s’opéra au détriment de ses outils d’exploitation. En outre, il lui fallut gérer les carrières de personnels toujours plus nombreux et variés, que les salaires et les conditions de travail poussaient à la revendication. À ces égards, la Normandie, entendue au sens de la province unie sous l’Ancien Régime, propose un bon observatoire des étapes de l’essor postal national.

During the 19th century, the Post Office administration was one of the main social, economical and cultural institutions in the country. Between 1830 and 1914, the Post Office knew an extraordinary rise. This period witnessed the founding of a modern administration. Until 1849, the Post Office went through a transition phase. Initially dedicated to the transport of people and mail, it turned into an administration mastering the entire postal forwarding process ; the dispatching took an increasing place thanks to the offices and mail boxes basic infrastructure setting; the State's seizure and the service functioning modalities got settled. After 1850, the Post Office had to face a spectacular boom in its mail delivering and financial activities propped up by the enlargement of the French market to a national scale; it had to employ more people, better spread its office, and facilitate the material and cultural access to its services through pedagogical strategies. More than ever, the political power ensured a strict control over the image and actions of an institution becoming more and more familiar. From 1878, the Post Office worked to handle its rising activities which now included telegraph. In fact, it was trapped between budgetary restrictions on the one hand, and the public opinion's expectations on the other hand. The French Post Office chose the way of a partial financial disengagement, which was to the prejudice of its exploitation tools. Moreover, it had to handle more numerous and varied careers of workers, the wages and working conditions of which were leading to claiming. To this regard, Normandy – considered as the Ancient Regime united county - offers a good observatory of the Post Office national rise steps.
